Coventry City Council began to develop its Community Asset Transfer policy in 2008, but without a dedicated staff team and full political backing, the early work did not develop into a fully formed policy.

In 2009, Coventry City Council joined the Advancing Assets for Communities demonstration programme and established an asset transfer working group consisting of; Council officers from Property, Neighbourhood Management, Health and Safety, Legal, Voluntary Action Coventry (VAC) and Coventry and Warwickshire Co-operative Development Agency

Managers from two community centres were invited to become pilots for the demonstration programme and to sit on the working group to ensure that the policy was ‘fit for the community’ .  In addition the Council established a focus group to enable a full consultation of the application process to be carried out. 

Following several consultations with the Focus Group, and subsequent amendments of the policy and process, the policy was approved by the Scrutiny Board and in October 2010, Coventry City Councils Asset Transfer Policy was approved by Cabinet Members.

Coventry City Council continue to work closely with the community and voluntary sector to ensure wide communication of the policy and full implementation is achieved.
