Making Assets Work

An independent review, which looked at Community Management and Ownership of Assets, led by Barry Quirk, Lewisham Council's Chief Executive Officer.

The report, published in May 2007,  explored the barriers and incentives affecting the transfer of public assets to community management and ownership

The report concluded that: 

“the benefits of community management and ownership of public assets can outweigh the risks and often the opportunity costs in appropriate circumstances”.
